NEWBERRY — The Newberry County Water and Sewer Authority board has rejected adding a third project to their Capital Project Sales Tax projects.

The third project was a Chappells Water project proposed by Boardmember Bryan Alvarez.

“After talking with Brent (NCWSA manager) and hearing his concerns, I have cut the project in half to put in 23,000 feet of water line and six fire hydrants,” he said. “It is a big cut, but I figured something was better than nothing.”

The new cost for the project would be $927,764, subject to engineering evaluation. Alvarez said he felt the CPST Commission would pick one of their two already approved projects and this one, due to its lower cost.

NCWSA other projects include a water transmission main along Macedonia Church Road ($3,250,000) and a 500,000 gallon elevated storage tank at the Mid-Carolina Commerce Park ($2,500,000).

Boardmember Lewis Lee made a motion to add the project for the CPST and Alvarez seconded the motion. Boardmember Jerry Koon said that his concern with the project was that if it goes before the Commission that they would just pick this one, and not the other two.

“We need that line at Macedonia Church Road,” he said.

The board rejected the motion with a 5-1 vote with Alvarez voting for and the rest of the board voting against.

In other business, the board approved wasteload allocations, not to exceed $20,000.

Brent Richardson, NCWSA manager, said that to support growth, additional capacity is needed for Wastewater Treatment. The NCWSA will obtain S.C. Department of Health and Environmental Control for Bush River, Cannons Creed ad Broad River.

Other business

• The board approved a Master Bond Resolution and a 2016 Series Bond Resolution. A Master Bond Resolution is a document that sets the manner and terms in which the Authority will issue bonded debt. The Series Resolution is a specific bond issuance under the Master Resolution.
