NEWBERRY COUNTY — Dominion Carolina Gas Transmission is proposing to construct and modify the Transco to Charleston Project to help meet the growing needs for clean, reliable and domestic natural gas in South Carolina.

The project consists of the following facilities: Moore to Chappells Pipeline, Dillon Pipeline, Dorchester Compressor Station, Southern Compressor Station and Charleston Town Border Station. Dominion purchased this project from SCANA Corporation in February.

Dominion is holding a public information meeting to provide details and hear comments about the proposed Transco to Charleston Project. The meeting will be held from 6 p.m. to 8 p.m. Oct. 6 at Boundary Street Elementary School.

“Additional supplies of natural gas are needed in South Carolina to improve regional energy security and to meet increasing and projected demand from local, residential, commercial, industrial and power generation customers,” said Kristen Beckham, external affairs representative for Dominion. “The Transco to Charleston Project will allow more of the nation’s abundant supply to clean burning and cost effective natural gas to be used in South Carolina.”

The Moore to Chappells Pipeline will have the greatest impact on Newberry County. The proposed pipeline will connect with an existing Dominion pipeline near S.C. 34 at the southern end of Lake Greenwood.

“Several pipeline routes were evaluated to determine the smallest footprint with the least impact to landowners, the environment and the community. Dominion Carolina Gas Transmission already owns pipelines in Newberry County. The Transco to Charleston Project will connect to the existing pipelines within the county,” Beckham said.

The Moore to Chappells Pipeline will be approximately 55 miles of new 12-inch diameter natural gas pipeline, main line valves, launcher station and a receiver station.

Dominion is continuing to work with landowners to obtain survey permissions. The proposed corridor of the Moore to Chappells Pipeline is located mainly within forested timber and agricultural cropland. Several segments are co-located with existing electric transmission rights of way.

Once the pipeline is completed, it will include 60 miles of interstate natural gas pipelines in Spartanburg, Laurens, Newberry, Greenwood and Dillon counties. The proposed route includes approximately 450 landowners including about 34 landowners in Newberry County.

To help get this project going, Dominion has submitted a pre-filing request to the Federal Energy Regulatory Commission (FERC) for project review and approval.

“Dominion plans to file the FERC 7C application in January of 2017. Approval from the FERC is required prior to moving forward with construction,” Beckham said.

If approved by the FERC, the project is slated to begin construction in January 2017. The construction is expected to take approximately 10 months to complete.
